THE PRESIDENT
Mr. Shahid Yusaf holds an MBA and a BSc in computer sciences from Oregon State University. Mr. Shahid Yusaf is an experienced project manager that has been involved in international development work for over fifteen years in a variety of capacities. He has extensive experience as a Financial and Management Consultant and has led projects related to participatory planning, finance, institutional development, capacity building, MIS and governance.
He has extensive experience in Pakistan, both at the implementation level and at the policy level. He has served as the head of Governance team for the President’s Task Force on Human Development in Pakistan. The mandate of this task force, formed in 2001, was to develop a new human development framework for Pakistan and to increase access of these basic social services to the common citizens. In Pakistan, he also analyzed the local council and North West Frontier Province’s government budgets to determine government affordability, preparation of cost estimates of various project components, financial phasing of the infrastructure, implementation requirements, and development of the financial plan for the various partners involved in the Community Infrastructure Project funded by the World Bank, UNICEF and SDC. He also has extensive experience working with the devolved local government institutions in Pakistan. More recently, he has undertaken high level project management consultancies in the Kyrgyz Republic, Lao PDR and Samoa.
VICE PRESIDENT
Mr. Ali Waheed is a certified management accountant with over 10 years experience in the development sector. He has worked on a number of projects funded by the Asian Development Bank and World Bank. His areas of specialization are budgetary frameworks, development of tailored accounting systems, diagnostic review and analysis of public sector expenditures. He also has extensive experience in review and analysis of procurement systems, with a view to revise them to make them more open ended and transparent. He has considerable experience of working with the Local Governments, and has worked in the past on legal and regulatory frameworks for local governments. He also plays the lead role in our initiative of Carbon Finance Bank being launched in Pakistan. In addition to his responsibilities as Vice President he also heads our initiatives in Local Government, Decentralization & Governance and Carbon Finance.
EXECUTIVE DIRECTOR FINCON SERVICES INC. USA
Roger.P.Nye has an extensive career as an international financial consultant with expertise in credit ratings, credit bureaus, micro finance, emerging markets, country risk, foreign investment, and the capital markets. He has provided technical assistance to ministries of finance, sub national governments and central banks, and to private sector corporations and financial institutions. In addition, he has undertaken many donor-funded assignments throughout Asia, Latin America, Africa and Eastern Europe. His skills include research, needs assessments and capacity-building at the national and municipal levels. He has trained host-country nationals in credit-related activities and has marketed projects and clients internationally via speeches, seminars and the Internet.
EXECUTIVE DIRECTOR (PUBLIC FINANCE & CIVIL SERVICE REFORM)
Mr. Saeed Ahmad Memon is a Chartered Accountant, with additional degrees in law and business administration. He heads our initiatives in the areas of Public Finance, Civil Service Reform and Governance. He has over 15 years experience in the fields of public finance, and civil service reforms having served the government of Pakistan’s high level committees established for the reform within the civil services. He was also involved in the management of the highly successful Khushal Pakistan Program. His experience not only adds another dimension to our work in the civil service sector but also allows us to help the various public sector organizations in implementation of projects from the planning to the execution of the project.
EXECUTIVE DIRECTOR HRDI, HEALTH & EDUCATION
Mr. Ahsan Ashraf has a degree in anthropology, with an experience of over 20 years in the field of HR development. He has on his credit a number of successful capacity building initiatives and has been a catalyst in Pakistan towards public sector capacity building and training enhancement. He was the main thrust behind introduction of the latest mind mapping techniques in HR Development in the country and has successfully completed training of over 10,000 senior and middle level public sector staff.
EXECUTIVE DIRECTOR MICRO FINANCE & SME SECTOR
Mr. Asim Mushtaq is a Chartered Accountant by profession and has been closely associated with the Micro Finance sector in Pakistan for the last ten years. He has experience and expertise in designing and developing micro-finance products, institutional strengthening and capacity building of the MFIs and has worked closely with the leading MFIs in Pakistan including the Pakistan Microfinance Network, NRSP, RSPs and various NGOs working extensively in provision of microfinance to rural and backward areas of the country.
EXECUTIVE DIRECTOR AGRICULTURE
Dr. Rafique uz Zaman is a very senior expert in the Agriculture Sector. He has served the federal and provincial government in various capacities at senior level for more than 20 years in the field of agriculture development. He has been a catalyst in introducing innovative solutions to the variety of problems facing agriculture sector in Pakistan.
EXECUTIVE DIRECTOR ENGINEERING & URBAN DEVELOPMENT
Mr. Zulfiqar Ali a Civil Engineer by profession has experience of more than 16 years in his field. Over the years he has been involved in a number of projects, where his role has varied from that of a design expert to that of construction supervision in a number of critical and vitally important infrastructure projects within Pakistan.
EXECUTIVE DIRECTOR GENDER & SOCIAL PROTECTION
Ms. Ayesha Khan has extensive experience of working in senior positions with several donors. She has been instrumental in developing gender sensitive policies and has worked on several sensitive gender issues as well as playing a pivotal role in developing policies for social protection especially for vulnerable groups.
PROGRAMME MANAGER
Simpson Au holds a Bachelor’s degree in Political Science and Economics from the University of British Columbia. His strengths include technical writing, proposal research, and recruiting for FINCON’s international development operations. He has recently secured projects in five different countries for FINCON, and has assisted in planning and initial execution and coordination for these projects. Mr. Au also works with FINCON’s non-profit partners to introduce the use of IT as a tool for community development, and to introduce free / low-cost IT programs and services that can automate processes and enhance productivity in micro-enterprises.
